use const +/- 1 in tests for better robustness
include leading char, use ... not .

My personal opinion:
- The removal of the initial q (or p) makes it more difficult to parse, you're not supposed to know it always starts with the same letter because of your wallet decisions
- The change from ... to . as a separator is confusing, now it looks like an url. It will also conflict with the alias like foo.xec is not an address starting with foo and ending with xec
more const implementation
implement the const
better validation for cashtab fee setting

Newline nit
why rust + wasm and not just ts? is it easier / more direct to recreate the c++ code / tests in rust?
This diff is taking places where we already abbreviate the address in Cashtab and standardizing that abbreviation.
remove the slice previews from Wallets screen, implement on Receive
implement the new standard function in wallet naming

It matches the API used by other apps.
Which other app does this ?
use the right slice, update tests
1,3 not 0,2 for slice, updating tests
extend application, also use preview fns for other currently-abbreviated strings
clean up function doc, remove needless complication

We may end up taking this approach. But, first will look at handling this entirely within the ecash-agora library.
