Add a release note for the known determinism bug on windows release

Summary:
I don't want to hold off the release because of this bug which will affect only a very small subset of users, if any. This is being investigated and there is a workaround as the NSIS installer file is not affected for some reason.

The issue has been introduced with the addition of the async_tungstenite library in D18304.
