The `qemu-user-static` package provides automatic execution of the various non native binaries via qemu. Since the AArch64 emulation is pretty good, it allows to run all the tests for this architecture transparently. The only exception is the ZMQ test, since zmq needs a feature unsupported by qemu, so zmq is disabled for this build. Depends on D5872 (required bug fix).

We can take advantage of the cmake crosscompiling emulator feature to wrap the calls to our binaries with the proper qemu launcher and run the tests for non native platforms.
