Maybe we will want to send this message to all peers, even if they don't signal the avalanche service flag, so that non-voting nodes can add voting avalanche nodes. Nodes with avalanche disabled can just ignore it (not check the delegation), so the risk is limited to increased network traffic.

An unsollicited avalanche message is not special in any way, compared to any other form of spam or unknown messages. So just ignore them in the same way.
