Add settings param for quick disabling of eToken txs

Description

In case of some kind of crisis with SLPDB, it would be best if token support in cashtab could be quickly disabled by simply changing a settings param. This would also make it easier to run a testnet instance of cashtab without a testnet SLPDB.

Better to simply not have bad infra. This task is largely obsolete due to early patches of major bugs with bch-api token methods, will be fully obsolete when chronik is implemented.
