Enable the scripthash index based on an init param
The GroupHistorySettings struct currently only has this flag, but it could be used later for more stuff later (see e.g. D15465)

pass the flag down to where it is needed via GroupHistorySettings and GroupHistoryMemData, use a more generic -chronikscripthashindex, we may want to make this index available also for the non electrum API
