Summary

This is the latest LTS version, and having a compatible package has been requested by several users.
LTO has to be disabled otherwise bitcoin-qt segfaults due to some weird Qt incompatibility on the amd46 platform.
I also added my dev key to the gitian signing list because that's what I use for signing the launchpad package.
