Summary

This makes the achive file ordering deterministic and the tar behavior
more consistent.

Test Plan

Run twice:

./contrib/guix/guix-clean && ./contrib/guix/guix-build && cat output/**/SHA256SUMS.part

Check the hashes are the same.
