Summary

Trying to update seeds with only 0.20.x nodes left us with a small seed set: https://reviews.bitcoinabc.org/D4161?id=13158
We should include high-uptime 0.19.x nodes until more have upgraded.

Test Plan

Follow seeds README and generate a more sane seed set.

Then contacting people to get them to upgrade seems like the actual path forward rather than stepping back.
