[GITIAN] Build for both chains

Summary:
Output in two subdirs, one for the ABC network and one for the BCHN
network.

Depends on D8289.

Test Plan:

./contrib/teamcity/build-configurations.py gitian-linux
./contrib/teamcity/build-configurations.py gitian-osx
./contrib/teamcity/build-configurations.py gitian-win
