[mock-chronik-client] Dockerfile back to latest

Summary: Confirmed same cache issue. Keeping these versions hard-coded is not a maintainable solution, so back to latest. Need to get --no-cache param to work on docker builds.

Test Plan: docker build -f mock-chronik-client.Dockerfile -t mock-chronik-client_local .
