Change folder name from minimaldata to ecash-minimaldata

This npm dependency will, at the moment, differ very little from what is already published at @psf/minimaldata and minimaldata. However, it could diverge over time, and it's important to keep all of those changes (or lack of changes) properly documented here.

Test Plan: Confirm this diff is only changing the name of a folder. Make sure no typos in new folder name.
