[CI] Unbreak the cross builds

Summary: Temporarly disable chronik on cross builds. They are failing due to an incompatbility between the protobuf versions from chronik and the static dependencies. This diff should be reverted after the issue is fixed.

Test Plan: Run the CI cross builds.
