[ecash-herald] Improve logs and bump number of blocks to check for 24 hr window

Summary:
Yesterday's msg did not send with this error. It does not look like we had > 244 blocks in yesterday's 24-hr window, so need to look into what happened.

Add more logs to this error condition.
