[arclint] prettier to more of the monorepo p4 of 4 - add more directories to prettier for .arclint

Modify .arclint so that repos that should be linted by prettier are

arc lint --everything and no changes in apps/, modules/ or doc/standards

Note: I can't run this without changing python files in contrib
