[avalanche] Activate avalanche preconsensus on November 15

Summary:
This enables the feature options by default. It is still gated with the activation MTP.
The preconsensus mining is disabled by default on tests since most tests rely on the
legacy mining algorithm. Individual tests can enable it if needed.

Depends on D18701.

Test Plan:

ninja all check-all
ninja check-upgrade-activated
