[Chronik] Update Rust version to 1.67.1, nightly to 2023-02-17

Summary:
New version introduces a new lint, which is caught in hash.rs, so we update that.

Also bump all the rust-versions in Cargo.toml

Test Plan:

1. Run ./install-dependencies-bullseye.sh in CI
2. arc lint
