[electrum] bump some versions in deterministic requirements

Summary:
This should fix all remaining Github Dependabot warnings.

Note the non-moderate issues were all related to the Mac OS build dependencies, and probably did not affect the released binaries.
Many security issues were already addresses for the windows and linux build in https://github.com/Bitcoin-ABC/ElectrumABC/pull/282

Test Plan: Run build on all platforms and test the files
