build: Add -no-mimetype-database option to qt package in depends

Summary:

We do not use the QMimeDatabase class, and this change gets rid of
perl dependency.
Available since Qt 5.13.0.

This is a backport of core#26057

Note that perl is still required for building openssl for Bitcoin ABC.
