Distribute the chronik protobuf file in the gitian release

Summary:
Create an easy to use target for installing the file and call the target
for the gitian experimental chronik gitian build.

Test Plan:

ninja install-chronik-proto

Run the linux gitian build and check the file is part of the chronik
experimental archive.
