[ecash-lib] Patch ecash-agora CI deployments

Summary:
I did not think the testRunner change from D18833 was worth publishing. However, ecash-agora relies on the npm-published version of ecash-lib in its deployment docker file, as it must be published using web deps instead of local deps to prevent dep issues for third-party users.

We need this updated testRunner for ecash-agora deployments to work, currently broken in CI.

Test Plan: npm test, CI passes, land and re-run ecash-agora publishing CI
