[cashtab-components] update node version

Summary:
Related to T2539, node version upgraded when re-running npm i after clearing cached storybook logo by rm -rf node_modules

This diff splits out the node upgrade so that D1176 will only be the image swap

Test Plan: npm run storybook and loads correctly
