[depends] Upgrade boost, libevent, dbus as well as config.guess and config.sub

Summary:

• [depends] Latest config.guess and config.sub
• [depends] Boost 1.64.0
• [depends] libevent 2.1.8-stable
• [depends] dbus 1.10.18

This is similar to Core PR10325, but doesn't include ccache as we are ahead on that one.

Test Plan:

make -C ../depends build-all
