[depends] Build Qt cmake file for linguistic tools

Summary: It is not possible to build the whole linguist package as it fails on amd64 . So we build lconvert, lrelease and lupdate, which are the three tools use by the generated cmake files.

Test Plan:
Do gitian build.
Cross compile win32 and win64 using cmake.
