[CI] Build for windows 64 and run some unit tests

Summary:
Only a subset of the builds are run for now, because TLS doesn't work with wine (works on a real windows).
As well the Qt tests will fail due to wine filesystem management, but are passing a real machine.

Test Plan: Run the build-win64 build on CI.
