[CI] Add CI configuration for the GUIX builds

Summary: This will make it possible to run the builds from the CI.

Test Plan:

./contrib/teamcity/build-configurations.py guix-linux
./contrib/teamcity/build-configurations.py guix-osx
./contrib/teamcity/build-configurations.py guix-win
