Summary
Somewhat annoyingly, we have to patch support for -no_fixup_chains into ld64. As it doesn't seem to have been added until a later version.

Backport of core#27999.

Note that the test-security-check.py is not run on CI and currently fails on my machine as it expects some compiler versions that I don't have.
