Summary

See title. I created a new mailing list specifically for package maintainers
so we can reuse this list for all package distribution.

Test Plan

Used a similar patch to upload https://launchpad.net/~jasonbcox/+archive/ubuntu/bitcoin-abc/+packages

Personally, I would have left out this line, but this doc instructs that a person be named in the Uploaders section if a mailing list is used for Maintainers: https://www.debian.org/doc/debian-policy/ch-binary.html#s-maintainer

No. This is just to follow Debian policy. My understanding is this isn't prescriptive, so you and I will be able to upload as long as we're team members of the PPA.

Then it's probably better to use the name of the person that is more likely to upload the file.
The point is that if someone has a question/request regarding the PPA and send it to this email you want it to reach the person that can answer the question.
