Build Bitcoin-ABC / Diffs / Diff Testing (build-diff) started.

Nit: Personally, I would write this in the form of "Fixed a bug where <describe old behavior>. <describe new behavior>" That way, when there are many release notes, it makes bug fixes easily scannable compared to other changes. In addition, it makes it clearer to users that some behavior they may have been experiencing was actually a bug that they may not have known about.
