Summary

add coverage for bitcoin-cli -rpcwait
verify bitcoin-cli -version with node stopped and improve/harmonize the test logging.
verify cli.getwalletinfo in wallet section
add -getinfo "unlocked_until" and "headers" coverage

This is a backport of Core PR18653
