REQ-DISABLE requires that if a user sets / configures the UAHF start time to 0 prior to the fork, that all forking function is disabled and the client carries on according to pre-fork consensus rules.

I've set this to Normal priority as it's not needed for immediate test releases and is only a safety mechanism. We may want to revisit this prioritization or decide if we want to implement this requirement at all.
