Modify .arclint so that repos that should be linted by prettier are

Depends on D13997

Test Plan

arc lint --everything and no changes in apps/, modules/ or doc/standards

Note: I can't run this without changing python files in contrib

arc patch D13998
arc lint --everything

Reverted some changes in the newly linted files and confirmed that it gives the same result.
