[guix] Build chronik for OSX

Summary:
After this diff chronik is enabled for all targets. We need to pass the required flags for the cxx crate to cross build.

Depends on D17216 and D17275.

Test Plan: Run the guix osx build and run the binary with chronik enabled on macos
