[electrum] fix lib versions for windows release scripts

Summary: Some pinpointed versions are no longer available in Ubuntu's repository.

Test Plan:

contrib/build-wine/build.sh
wine dist/ElectrumABC-5.3.0-setup.exe

Follow the installer's instructions.
Test the program via wine explorer, locate the exe in C:\Program Files(x86), run it
