[Cashtab] Remove unimplemented lokad id tx history lookup method

Summary:
This method was added to support NFT trading by LOKAD lookup. This method was never scalable, and was planned to be replaced by improvements in ecash-agora.

ecash-agora improvements are in so we are not going to be using this. Ref D16328
