replace $(AT) with .SILENCE.

Summary:
This reduces the amount of syntax noise in the makefiles.

This is a backport of core#22283

The missing code block in depends/Makefile was removed in D7671

Depends on D13942

Test Plan: any crossbuild (guix for instance)
