[ecash-lib] Update CI to also build ecashaddrjs now that chronik-client pulls this from the monorepo

Summary:

Have gone through a series of diffs to get this CI publication to work. Now we are past the issues causing build-wasm.sh to fail. However, now that chronik-client pulls ecashaddrjs from the monorepo, expected that we need to build it here.

Test Plan: docker build -f ecash-lib.Dockerfile -t ecash-lib_local .
