Update seeds

Summary:
Despite work done in D5248, a configuration issue (IPv6 support) on the seeder build agent caused some legitimate
seeds to be ignored. The config issue has been fixed and seeders restarted, but those seeders will probably not give good
results for a couple more days or weeks.

Test Plan: check-seeds on CI
