[alias-server] Add mock telegram bot to support unit tests of planned telegram bot msg features

Summary:
T3060

Add a mock telegram bot with unit test. The app's telegram bot is an input to many existing functions. Currently these functions do not build and send telegram msgs. As this feature is added, will want to add this mock to existing unit tests.

Test Plan: npm test
