increase the timeouts for abc_rpc_avalancheproof

Summary:
This restores D9347 which was accidentaly reverted in D9351.

The test is failing on slow machines, especially when using qemu (ARM
and AArch64).

It also disables the test when run in --usecli mode, which this test
does not support.

Test Plan:

./test/functional/test_runner.py
./test/functional/test_runner.py  --usecli
