[CMAKE] Add a check-upgrade-activated-extended target

Summary:
The target is similar to check-upgrade-activated but run the extended
functional tests.
Also renamed the target check-functional-extended-upgrade-activated to
check-functional-upgrade-activated-extended for consistency.

Test Plan:

ninja check-upgrade-activated-extended
