Change folder name from minimaldata to ecash-minimaldata

This npm dependency will, at the moment, differ very little from what is already published at @psf/minimaldata and minimaldata. However, it could diverge over time, and it's important to keep all of those changes (or lack of changes) properly documented here.

Confirm this diff is only changing the name of a folder. Make sure no typos in new folder name.
