Summary

D14899 introduced a random mid-sentence blank line.
Fix that, and also shorten some excessively long lines to 80 chars while we're at it

Look at the file, see that the formatting looks better

109 ↗	(On Diff #43536)	Can you just remove the whole upstart paragraph instead? None of these versions are supported they have been deprecated for long and they all use systemd now afaik
