Test Plan

cmake -GNinja .. -DENABLE_SANITIZERS="address;fuzzer" -DCMAKE_C_COMPILER=clang -DCMAKE_CXX_COMPILER=clang++
ninja bitcoin-fuzzers link-fuzz-test_runner.py

run ./src/test/fuzz/descriptor_parse for a few seconds
